Some recent changes to Central Coast Community Energy’s (3CE) billing rules have made it a more attractive utility provider for Central Coast residents with solar.
Formerly Monterey Bay Community Power, 3CE is a “community choice” utility that provides power in Monterey, Santa Cruz, San Benito, and Santa Barbara counties, as well as most cities in San Luis Obispo County.
Of course, there are pros and cons to making the switch from PG&E, which we will break down for you here.
PROS
More Oversight with Monthly True Ups
In a previous A.M. Sun Solar + Roofing blog, we talked about 3CE’s decision to shift its true-up schedule so that, from 2022 on, all customers receiving Net Energy Metering services would be trued up in December of each year. This caused many customers to lose solar credits, so it didn’t make sense to switch utilities.
However, with NEM 3.0’s net billing tariff rate structure, the way 3CE has changed its billing program to true up on a monthly basis is not an issue. This monthly schedule allows you to quickly address any energy discrepancies that might occur due to increased usage, inclement weather, or other issues.
Access to More Solar Rebates and Incentives
Switching to 3CE could also provide you with some significant cost savings through additional rebates and incentives. 3CE has more rebate categories than PG&E, including a $300 per KiloWatt Hour for residential solar batteries, heat pumps, HVAC systems, and electric car chargers.
Some of the rebates and incentives are significantly more for care and medical qualified clients. 3CE also has an Ag Electrification Program for commercial agricultural equipment. Lastly, due to the co-provider set up, some of the PG&E rebates are also available, allowing for even bigger rebates for taking action to improve your home’s electrical usage.

CONS
Not Available in all Communities
3CE is not available in the city of Atascadero and unincorporated communities of SLO County. However, this could change in the future.
3CE is Still Using PG&E Infrastructure
3CE is a not-for-profit, community-based energy supplier. It uses PG&E or Southern California Edison infrastructure to deliver the energy it produces. PG&E or SCE continue charging for transmission and distribution, while 3CE charges for electric generation.
According to the 3CE website, “As a 3CE customer, your utility (PG&E or Southern California Edison) continues delivering power as well as maintaining electric infrastructure and billing, but 3CE and the communities we serve now manage where (local vs. California vs. out-of-state) and how (solar, wind, geothermal, etc.) our electricity is generated. With no investors or shareholders to pass profits on to, together with our customers, we choose how best to invest in our Central Coast community.”
